When a serial killer indicates that his next target is the Miss United States beauty pageant, the F.B.I. decides that they must get an undercover Agent as a participant in the contest. A search uncovers no suitable candidate other than a bumbling female Agent. Reluctantly, her Captain agrees to let her join the team working the case. The team is led by a womanizing Agent who has an apparent reluctant attraction to Bullock's character. She enters as Miss New Jersey, replacing a contestant who was discovered to have acted in a porn movie. The pageant managers are immediately aghast about the Agent appearing in the pageant, but arrange a top handler to come give her a quick make-over, with the expected outstanding results. Unfortunately, she still is bumbling. When the killer is suddenly caught, everything seems to be over, except the female Agent tries to convince her boss that something is still not right. She has discovered that the pageant managers are being dismissed after twenty-one years for younger people, and Bergen's character may not be as solid as she seems on the surface.

The plot of this movie is quite fun. A female FBI agent, who tries to prevent a terrorist from blowing a national beauty contest, joins the contest as a undercover cop. But that's all of this movie. Sandra Bullock's acting is good and she is pretty; but she isn't that beautiful as described on the movie. In front of her, every problem doesn't seem to matter that much. In spite of describing as a ugly girl who even doesn't comb her hair, she gets the beauty queen title so easily, makes friends with other regional beauties who are very hostile to the others, and realizes who the terrorist is so easily with that poor informations she got. It's just a Sandra Bullock Movie. Just for her and her fans.
This is a movie of what we've all come to expect from Sandra Bullock (With the exception of 28 days) a movie with no real points and follows the Hollywood formula. It is funny, yes, but she forgives her male counterpart to easily for bailing on her. Also, I'm sure not all runners for Miss USA are THAT stupid. Those were really the only down points I saw. Because I thought this movie was funny and entertained me: 7/10
Supporting performances add comic spark to a movie that otherwise seems happily, deliberately second-rate.
Tomboyish FBI agent Gracie Hart (Sandra Bullock) is forced to go undercover in the Miss United States beauty pageant to prevent a terrorist known only as "The Citizen" from bombing the event. Miss Congeniality is based on a screenplay written by Marc Lawrence, Katie Ford, and Caryn Lucas. It was followed by Miss Congeniality 2: Armed & Fabulous (2005) (2005). "Lara's Theme" from Doctor Zhivago (1965) (1965). The lyrics begin "Somewhere my love there will songs to sing..." When Gracie hears that Frank (Steve Monroe) has taken the crown to get polished, it dawns on her that he is planting the bomb in it. As Stan (William Shatner) begins to read off the names of the runners-up, Gracie tries to alert Eric (Benjamin Bratt) but she can't be understood amidst the clamor and excitement on stage. Fourth runnerup California, third runnerup Nebraska, second runnerup Texas. Gracie is named first runnerup, leaving the crown to Rhode Island. When the crown is placed on Cheryl's (Heather Burns) head, Gracie attempts to rip it off, making everyone think that she is a sore loser trying to steal the crown. In the ruckus that follows, Eric knocks out Frank who drops the detonator onstage, Kathy (Candice Bergen) picks it up and detonates the bomb just as Gracie gets the crown away from Cheryl and tosses it in the air, blowing up the Statue of Liberty instead. Kathy and Frank are arrested, and Eric and Gracie agree to go out on a date when they get back to New York and Gracie "gets all ugly again." Just as Eric and Gracie are about to leave in a taxi, Victor Melling (Michael Caine) comes running out of the hotel, yelling about an incendiary device being spotted in the farewell breakfast room. Gracie runs back inside, only to find that she has been honored by being voted Miss Congeniality.
