The only one who can stop them is Luc Deveraux (Jean-Claude Van Damme), a UniSol who's been decommissioned for years. Reactivated and retrained, Deveraux must make a full-out assault on the heavily armed fortress. But inside, he'll discover not one but two of these virtually indestructible warriors. Andrew Scott (Dolph Lundgren), Deveraux's vicious UniSol enemy from the original Universal Soldier, has been secretly reanimated and upgraded. Now, these elite fighters are locked, loaded and programmed to kill; and the fate of millions hinges on this high-action showdown.
When terrorists threaten nuclear catastrophe, the world's only hope is to reactivate decommissioned Universal Soldier Luc Deveraux. Rearmed and reprogrammed, Deveraux must take on his nemesis from the original Universal Soldier and a next-generation "UniSol".
After the disappointment of Universal 2 I was afraid this would be just as bad or maybe worse. To my surprise it ended up being a pretty good action movie. The story is straight forward. A situation arises and requires the return of Luck (Van Damme). The fighting scenes are pretty well crafted and the return of Lundgren was quite enjoyable. I suppose I need to remind people again that these types of movies are not intended to change the world! They are action movies and should be reviewed as such. As far as the bad, the story is really basic and the movie is a little short. I was pleasantly surprised by the acting overall. Yeah there is almost no dialogue, but Lundgren and Van Damme seemed to have learned a little bit about their craft. I hope Van Damme continues to make these types of movies and I look forward to one of them getting a serious theatrical release. It's been a long times since one of these movies has hit the big screen. I for one would love to support this type of movie.
OK short and sweet. The movie was never going to get the money it needed and it was always going to be made in Europe, that's just how it is now for JCVD and how to save money. Now having just seen the movie it started how I thought it would, the almost TV show look of it, and the cheap opening credits, and yet after a few mins the action kicks in and the stunts are of a high standard. Yes the story is not so great but again with the money they it's not bad. Yes Mr JCVD looks tired, his personal life with drugs has caught up to him but still at his age he is in good shape and well if I am in his shape at his age I will be happy. Acting wise, well it was never going to happen, it's very plain and really it was never going to be anything other than that. Now after all this why did I give it 8 out of 10? Well for one reason, the action, you see it is full on, well thought out, amazing to watch, feels fresh in areas, and for me it is one film that stands out. The fighting is different from the past US, that film is more like a dance class, spins turns and so on, but this one is brutal, you can see the UFC having a part in the style with many locks and ground work been shown off in the film. I could also mention the filming is well looked after by John Hyams, but I do have a feeling the fact Peter Hyams was the cinematographer for the film really helped him. All in all it would have been nice with a bit more money spent on this film and maybe a few named actors as I do think this would have been a good chance at showing movie goers Mr JCVD can still make a good no brainer action movie, and I mean that in the best way as it's been a long time since I saw fight scenes this good.
Connoisseurs of straight-to-video mayhem will revel in the latest chapter of the "Universal Soldier" franchise, which manages to strike that delicate balance between over-the-top ridiculousness and well-crafted filmmaking. [28 Feb 2010, p.Q28]
Yes. "Universal Soldier: Regeneration" (2009) has retconned "The Return" to the point none of the events of the movie ever happened in the main Universal Soldier continuity. "The Return" is now a self-contained alternate universe.

For instance, in "Regeneration" it is strongly hinted that Luc Deveraux never reverted to the "human" state, nor such process is ever possible to accomplish.

In "Regeneration" it is apparent Luc never had a daughter as once depicted in "The Return", nor he seems able to psychologically adjust to human life again and mate as a "normal" people.

Even more importantly, in "Regeneration" it is officially stated that the N.G.U. project ("The White Tower") is just the second attempt at producing UniSols, not the third one.
