COBIS Lobbying Update - QTS Skills Tests Abolished


COBIS is pleased to share the news that the DfE announced on 16 July 2019 that the QTS skills tests for prospective teachers will be abolished.

COBIS views this as a positive move. COBIS has been lobbying the DfE for this significant change, which will improve access to Initial Teacher Training (ITT) and UK qualifications for prospective teachers based in British international schools worldwide.

COBIS is committed to encouraging high-quality British International Schools to support the development and supply of teachers and the growth of the global teacher workforce by engaging with Initial Teacher Training (ITT) routes in an international context. COBIS has been and continues to lobby the DfE to remove some of the barriers to overseas ITT, including the access to skills tests outside the UK.

The mandatory online literacy and numeracy tests can currently only be completed in test centres in the UK or one of three centres in Europe. This can present a barrier for those wishing to gain a UK teaching qualification while being based in an international school, for example through routes such as Assessment-Only QTS."In the Teacher Recruitment and Retention Strategy published in January, the Government committed to help great people to become teachers and ensure high quality teacher training.

In support of this, I am introducing a new approach for assessing the numeracy and literacy of prospective teachers, which will replace the existing skills tests.

From October, teacher training providers will become responsible for ensuring that prospective teachers meet the high standards of literacy and numeracy required to be a teacher. Under this new system, trainees will be benchmarked against a defined set of skills they will be expected to have by the end of their initial teacher training."COBIS welcomes this news from the DfE. With ongoing concerns, both in the UK and globally, about the sustainability of the teacher workforce, it is vital that we minimise barriers to entering the profession. This announcement will make it easier for more talented individuals within the wider community of British international schools to gain a recognised qualification that will enable them to teach either in an international school or back in the UK. Increasing numbers of designated COBIS Training Schools are offering ITT routes to prospective teachers worldwide. The result is a positive and significant impact on the growth of the global teacher workforce."
