Prior to the signing ceremony, Mr. Luo Qiang, met Ms. Raisa Banfield and her entourage. He said that since the establishment of the diplomatic relations between China and the Republic of Panama in 2017, Chengdu and Panama City have been keeping increasingly frequent exchanges. He hoped, on the basis of the MoU, to further the mutual partnership in culture, tourism, economy and trade through various international activities, such as the Chengdu Global Innovation and Entrepreneurship Fair and scholarship program for international students from Chengdu's sister cities, so as to make more positive contributions to greater development in the bilateral relations between China and the Republic of Panama.
As the capital of the Republic of Panama, Panama City is the country's political, economic as well as cultural center. It covers an area of 275 square kilometers and has a population of about 1.2 million. On an inlet of the Pacific Ocean, it's where the Panama Canal, the well-known "water bridge" connecting the Atlantic and Pacific Ocean, is located.
Business ties already exist between Chengdu and Austin. Dell Technologies opened a global site in Chengdu High-Tech Zone in 2013. Dell now has several operations in Chengdu, from manufacturing and R&D to development of IT professionals, according to John Howard, policy director at Dell.
"China is important to us. Chengdu is important to us," Howard said. "Under our China 4.0 policy, Dell will invest another $125 billion in China over the next five years, creating a million jobs directly or indirectly."
Consul General of China in Houston Li Qiangmin said that Austin is strong in innovation and very attractive to China. "This is the third year that China is participating in SXSW, and Chinese participants have doubled to more than 100 compared to last year. I am confident more and more Chinese will come to SXSW," Li said.
