<p>Jackpocket, which launches Thursday, is the first company registered by the New Jersey Lottery under a 2016 law allowing “courier” services to buy and deliver lottery tickets on behalf of gamblers. New Jersey is the first state to formally approve of such courier services.We made it the most convenient, safe and fun way to play the official state lottery games,” Jackpocket founder and CEO Peter Sullivan said in an interview. “It’s kind of like Postmates.”</p>
<p>Gamblers, who must be in the state of New Jersey and at least 18 years old, can use the app to play games that include Mega Millions, Powerball, Cash4Life and Pick-6.</p>
<p>Jackpocket will purchase the ticket through its preferred retailer — the company declined to say with which retailer it is working — then scan the ticket so the user can see it. Users can create pools with friends, family or co-workers and also set the app to purchase a ticket for every jackpot.</p>
<p>“If they win, they’re automatically notified,” Sullivan said. “Winnings under $600 are automatically put in their account.”</p>
<p>For winnings of between $600 and $5,000, the company will mail the ticket to the customer, who can then claim their winnings through the lottery’s normal process. For prizes of more than $5,000, customers must pick up the ticket in person at one of the company’s service centers, provide an ID and sign a release form. They will then be given the ticket which can be redeemed through the normal process.</p>
<p>The app also includes features to help those grappling with gambling addiction, including daily deposit and spend limits, a self-exclusion feature and in-app access to responsible gaming resources.</p>
<p>The New Jersey Lottery brought in $3.35 billion in revenue in the 2018 fiscal year, setting a record after facing some trouble in recent years. It paid out $1.99 billion in prizes and $169 million in fees and incentives to a private management company.</p>
<p>All of the profits are dedicated to the state pension fund, which now owns the lottery as an asset and counts the revenue as a portion of the state’s annual contribution to the retirement system. The transfer helped reduce the unfunded liability of the pension system, theatrically shortening the time it will take for the funds to reach full funding.</p>
<p>It’s unclear if Jackpocket or other similar services, if approved by the state, could expand the number of lottery players or the amount of money that is bet on the system. The hope is more people will play the big jackpot games, like Mega Millions and Powerball.</p>
<p>New Jersey has moved quickly in recent years to expand both its gambling options and access to ways to bets.</p>
<p>The state launched online casinos games — including slot machines and table games — in November 2013. Revenue from online gaming, which former Gov. Chris Christie initially thought would reach $1.2 billion in its first year, got off to a slow start but had risen to nearly $300 million in 2018.</p>
<p>Last year, after winning a landmark U.S. Supreme Court case, the state legalized sports betting at the Atlantic City casinos and horse racetracks, and has allowed several companies to launch online betting apps. Perhaps the quintessential "wolf warrior" is Lijian Zhao, China's young foreign affairs spokesman. He is the official who made the unsubstantiated suggestion that the United States might have brought coronavirus to Wuhan.<br/>
He has more than 600,000 followers on Twitter and he exploits that audience almost by the hour, relentlessly tweeting, retweeting and liking anything that promotes and defends China.This is of course what diplomats anywhere in the world must do: it is their job to promote their country's national interest. But few diplomats use language that is, well, so undiplomatic.<br/>

<p>Trouble is, many consumers are only learning the true cost of those online purchases when they receive their credit card bills weeks later. That’s when they learn that banks generally consider online lottery ticket sales to be cash-like transactions, meaning they’re processed as cash advances and subject to extra fees and interest that starts accruing from the date of purchase.</p>
<p>It’s an outrageous cash grab given that consumers are suddenly flocking online to avoid contracting a deadly illness. The prospect of extra charges and interest for online purchases never occurs to most folks because many have used credit cards to buy lottery tickets in stores without issue.</p>
<p>To be sure, this reflects poorly on banks that benefit from this practice. (Not all lenders allow credit cards to be used to buy lottery tickets.) Disclosures about cash advance costs tend to be buried in the fine print of credit card agreements, but that’s only part of the problem. Global payment networks, such as Visa and MasterCard, have rules requiring certain transactions, including online gambling, to be coded as cash-like transactions.</p>
<p>There’s also a mishmash of federal and provincial rules dealing with gambling. But none of that excuses OLG from failing to offer a lower-cost online payment option for consumers and being more explicit about the total costs of using plastic on its website.</p>
<p>Yes, gambling transactions, especially those conducted online, carry more risk. But there’s a big difference between people who spend their pocket money on lottery tickets and high-rollers who spend big at casinos or on gambling sites. For many, lottery tickets are a discretionary purchase at the cash register.</p>
<p>But not all retailers are selling lottery tickets during the pandemic. Yet lotteries haven’t been shut down. There have been some big jackpots recently, so why are people paying through the nose for online tickets?</p>
<p>“Because of COVID-19, people don’t want to go out in stores,” said Peter Browne, a semi-retired Sudbury resident. He normally buys lottery tickets in stores, but when he saw TV commercials touting the convenience of online sales, he decided to give it a try. “I said, why am I going down to the store and taking a chance when I could just do it online?”</p>
<p>On four occasions in April, he bought three Lotto Max tickets with Encore thinking his MasterCard would be billed $16 each time, or for $64 in total. But he later discovered that he was also on the hook for $20 in cash advance fees and $1.14 in interest.</p>
<p>“I thought that I was being scammed,” he said. After kicking up a fuss, his bank waived the cash-advance fees but still nicked him for the interest. While that’s annoying, he’s more vexed with OLG for not being clear-cut about the extra costs. He complained to OLG, Ontario Premier Doug Ford and the Sudbury Star.</p>
<p>“People have to be warned,” Mr. Browne said. “They make it look so easy-peasy.”OLG won’t say how many complaints it’s received in recent weeks, but it tweeted about the issue and penned its own letter to the newspaper, blaming banks for charging extra fees.</p>
<p>“PlayOLG does not charge fees for deposits made into a customer’s account,” OLG spokesman Tony Bitonti said in an e-mail to The Globe and Mail, adding customers should ask their bank about possible charges.</p>
<p>“Using a debit card to make deposits on PlayOLG may avoid such fees, but again customers should check with their financial institutions,” he added.</p>
<p>Trouble is, just two banks (Royal Bank of Canada and Toronto-Dominion Bank) support Interac Online for PlayOLG. And while debit services from Visa and MasterCard are also options, not all consumers are familiar with them. That makes credit cards the easiest option for most people.</p>
<p>It’s disingenuous for OLG to deflect blame when it is a Crown corporation with a public interest mandate. It must have stronger warnings on its website and advertisements to outline the full range of extra costs associated with online tickets. Those warnings also need to be easier to find on its website, as in right at the top in big, bold letters.</p>
<p>OLG should also offer a cheaper online payment option such as Interac e-Transfer, an account-to-account money movement service popular with consumers. Businesses are increasingly using it as an e-commerce solution.</p>
<p>Ontarians deserve better. PlayOLG was launched in 2015, but many are using it for the first time during an economic crisis. Failure to act now will only lead to bigger problems in the future. OLG is pushing deeper into online sales, and Ontario wants to become the first province to legalize internet gambling. Bill C-218, currently before the House of Commons, proposes to amend the Criminal Code to lift the ban on single-event sports betting.</p>
<p>The Ford government can’t afford to be feckless. OLG must enable Ontarians to make informed choices. Lottery to offer its current products — scratch tickets, draw games, Keno and more — to customers over the internet. <p>"This device still actually does work, if it's properly connected. As you know, obviously it's a land-based device, it's heavy, and it's also a little bit clunky. But it was revolutionary in its time, much like the Massachusetts State Lottery was when introduced in the 1970s," Sweeney told the Joint Committee on Consumer Protection and Professional Licensure. "Times have rapidly changed and what has now occurred is we have undergone a huge consumer and technology revolution."<br/> The internet has become home to a growing presence of gambling sites, including fantasy sports operations and potentially soon sports wagering sites, that are competing with brick-and-mortar casinos and the lottery for limited consumer gambling dollars.</p>
<p>"The Massachusetts State Lottery is at a pivot point and we need to have some serious conversations about technology and how we engage consumers because consumers have already radically changed," Sweeney said. "We'll do a billion in profit this year for our cities and towns, but more than 99 percent of that was brought in by cash ... therein lies the problem."</p>
<p>A 2017 survey conducted by U.S. Bank found that 47 percent of consumers prefer to use digital apps to make payments versus cash, which was the preference of 45 percent of respondents. The survey also found that 50 percent of people carry cash less than half the time, and half of the consumers who do carry cash keep less than $20 on hand.</p>
<p>"The incredible consumer response to digital and mobile banking solutions is changing the entire industry and diminishing the historic use of cash," Gareth Gaston, executive vice president of omnichannel at U.S. Bank, said in a statement. "ATM withdrawals and branch visits are slowly declining, while mobile transactions are increasing dramatically year over year."</p>
<p>Highlighting how far from favor cash has fallen, Sweeney told the committee that he recently took a phone call from a man who said he was a 72-year-old lottery player. The man was upset that he could not buy a season ticket for a lottery game with a cashless method and instead had to get a bank check to bring to the lottery's regional office in Worcester to get his tickets.</p>
<p>"When a 72-year-old customer is calling you and asking you why you're not in the modern age trouble is not on the horizon, it is already behind us," he said. "We need to adjust to where those consumers are of all ages."</p>
<p>A group of retailers who sell lottery products testified in opposition to allowing the lottery to move online, arguing that brick-and-mortar retailers fuel the success of the Massachusetts Lottery and in turn benefit from foot traffic from players. Allowing the lottery to move online would destroy small businesses and threaten the lottery's success, the retailers said.</p>
<p>"The people who got you to the dance are also the ones that can get you home," Ryan Maloney, owner and operator of Julio's Liquors in Westborough, said.Robert Mellion, executive director of the Massachusetts Package Stores Association, took issue with Sweeney's comparison of the lottery's brick-and-mortar retail base to an old telephone.</p>
<p>"We were earlier in this hearing compared to a telephone, essentially," he said. "That's what brick-and-mortar was compared with and this is what retailers across the state were just compared to. I'll say this about a telephone, it works. It works in a snowstorm, it works when it's sunny out, it works in a hurricane. So it's not necessarily a bad thing."</p>
<p>Online lottery is not a new issue on Beacon Hill. Former Treasurer Steve Grossman appointed a task force to look into it, and Goldberg made her intentions known early in her term, when one branch signaled its approval for the idea.</p>
<p>By a narrow 22-17 vote, the Senate approved an amendment to a 2016 jobs bill that would have allowed the state to sell online lottery products, but that provision did not survive negotiations with the House. It has not gained significant traction since.</p>
<p>According to the National Conference of State Legislatures, at least five other states — Kentucky, Illinois, Georgia, Michigan and New Hampshire — have authorized their lotteries to sell at least some products on the internet.New Hampshire's move towards an online lottery last year, paired with an expansion of Keno in the Granite State, left the Massachusetts Lottery "sitting here like dead ducks," Goldberg said last year.</p>
<p>Sweeney brought the executive director of New Hampshire's lottery, Charlie McIntyre, to Monday's hearing to tell lawmakers about the experience in the Granite State.</p>
<p>"It's been a significant growth for us. We are the fastest growing lottery east of the Mississippi [River]. So our growth in the past year is 16 percent. So the suggestion that it cannibalizes, that it attacks, the traditional lottery would be inaccurate. Our retailers will receive a record year of income this year," McIntyre, who helped expand Keno here as the Massachusetts Lottery's assistant executive director and general counsel, said. <p>If one exists, you can find it a couple blocks away from the biggest rice producer in the world. But unlike Riceland, the cash crop at the Valero One Stop is lottery tickets.</p>
<p>“We do sell quite a bit of winning tickets,” shift leader Julie Suchan said. “This morning, we’ve had a $200 winner off of a $2 ticket, and a lady came in with a $3 Powerball and won $25 off of it.”</p>
<p>The One Stop has earned its reputation as the place to go if you want to strike it rich. A Texas man bought a Mega Millions ticket there in April 2017 and won $177 million, the biggest prize in the 10-year history of the Arkansas Scholarship Lottery. That is not the only life-changing ticket to come from the One Stop, so people travel a long way in search of their own huge payday.</p>
<p>“I have customers from Almyra, from Dewitt,” Suchan mentioned. “You know, we have people even from St. Charles.”“People want to believe, you know, ‘oh, there’s a lucky store,’ or there’s a lucky town,” Donna Bragg, Advertising and Marketing Director for the Arkansas Scholarship Lottery, said. “The truth is: more people buy tickets in more heavily-populated areas, and that’s where more people win tickets, because more people are buying them.”</p>
<p>The numbers bear that out. According to ASL data from September 2009 through June 2019, more tickets worth $100,000 were sold in Little Rock (56) than any other city in the state. North Little Rock, Pine Bluff, Conway, Jonesboro, Hot Springs—all highly-populated and well-traveled—are next on the list.</p>
<p>But despite what math says should happen, the odds of finding a big winner are much higher in some cities than others. With a bigger sample size, the per capita rate of winning tickets is similar in most of Arkansas’s large cities. But Stuttgart produces at least three times as many big winners per capita as all of them.</p>
<p>“It’s a self-fulfilling prophecy, in a way,” Bragg explained, “because more people buy tickets from what they think are lucky stores and so more people win. And they think, ‘oh, they’re lucky,’ so they keep going. And, you know, it makes sense, but it’s all surrounded by, sort of, myth.”</p>
<p>Nine people have won prizes of at least $100,000 in Stuttgart, more than much bigger cities such as Benton, Bentonville, Bryant, Rogers, Russellville, and Searcy.</p>
<p>Bragg believes that when a small-town store sells a large prize, it generates lots of excitement in that community, which drives up sales. Suchan said that played out in 2017. “You know, a lot of people came in,” she recalled, “and were saying, ‘oh, you’re the lucky store, you know? This is where the big winner was at, so let me have one of your tickets, also.”</p>
<p>Bragg assured that scratch-off tickets are distributed randomly and that the nature of games like Powerball and mega millions makes it impossible for one store to have greater odds than another. But that does not stop players from holding onto superstitions.</p>
<p>“We’ve had players talk about: they’ve got a system,” Bragg mentioned. “They always buy the same thing on the same days of the week, or they go to their favorite place.”“We have one guy,” Suchan stated, “and when he looks at the ticket, if it has the white line at the bottom, he’ll say it’s lucky or it’s not. Or, we have one guy, he’ll hold the ticket up and drop it, and if it flops over, then it’s got money on it for him.“We even have customers, when they come in, I already know what they want. <p>The epidemic has also revealed our dangerous dependence on China for many of our most common drugs and medical supplies. You might think that no country would ever threaten to withhold life-saving medications in the midst of a global pandemic. But, shockingly, China already has. We have no choice but to add such things as penicillin and PPE to the list of products that, like steel and silicon chips, we must be able to manufacture here.</p>
<p>The big question is whether major American companies — say, Apple — will begin to move production out of China in the wake of this pandemic. Left to their own devices, they probably wouldn’t. It would mean sacrificing their bottom line for intangibles such as US national security and economic independence.</p>
<p>But governments are already intervening to make sure their companies do act in the national interest. Japan’s government has just announced that it will start paying its companies to relocate out of China. Other countries, including our own, will doubtless follow suit. Then there are Trump’s tariffs, which will kick back in if China likely fails to keep its promise to buy $250 billion in American-made products before the end of 2021.In the next year, the Chinese economy will suffer a death by a thousand cuts: a resumption of the Trump tariffs, supply chains relocating to other countries, factories moving to freer climes, consumers around the world rejecting China’s wares.</p>
<p>No single cut will be fatal. But taken together, they will bleed China’s economy dry. They may also, it is to be hoped, shake the corrupt and incompetent Chinese Communist Party to its very foundations.</p>
<p>For the sake of our economic well-being and national security, America has long needed a “hard decoupling” from China.</p>
<p>Ending this interdependence requires considerable economic sacrifice on our part, but there is much more to the “China price” than the upfront cost.
