On 20 July 1969, those words were uttered by Astronaut Neil Armstrong from the surface of the moon.
This was the culmination of the efforts of thousands of Americans who were motivated by the words of their president during a speech given before congress on May 25th, 1961. On that day, President Kennedy challenged this country to the goal of putting a man on the moon and bring him safely back to Earth before the end of the decade. A swimmingly impossible task considering that only one American had ever even been in space, that taking place only 20 days prior to President Kennedy's challenge and for a period of only 15 minutes.
American's being who we are accepted the challenge, the results being the defining moment of the 20th century and perhaps the defining moment for the United States since declaring its independence and defeating England in the Revolutionary War. Although the mission of the space program had always been from the beginning to put an American on the Moon before the Soviets, we probably would not have achieved it as quickly as we did if not for the public pronouncement of the goal set forth as a challenge to the nation by our President.
